Dockers khakis. Dockers westhampton beach. Dockers underwear for men. So I'm 100% certain that this scene is in the future where Bruce has become Batman and has put Joker in Arkham. It makes total sense why he would think it's funny, him being the reason for Batman. The music even suggests it with lyrics saying some people get their kicks stomping on a dream, getting hit down and getting back in the race. It points to how Batman always foils the jokers plans but he keeps getting back up to prove his dream of what people truly are. On top of that, Arthur is portrayed a bit older and Arkham has modern finishes with white tiles and white floors compared to earlier in the movie when the tiles were yellow and the floor was a dark green. This scene is truly genius.

The real Joker had a high tolerance for pain, could fight and was intelligent. Which made him dangerous due to his insanity. When Joaquin shoots the guy on the subway, he does it out of cowardice. They try to make up for it with the Murray shooting scene. There is no way that Joaquin's Joker will ever fill the shoes of the badass Joker in the comics, not even the different incarnations by different comic authors. and just forget about even coming close to Heath Ledger's portrayal. They should have just called the movie something totally different and forget about trying to make the connection.
